
Inside Mount Kipipiri Golf & Resort SEZ
The Mount Kipipiri Golf & Resort Special Economic Zone (SEZ). Unlike many SEZs which are focused purely on manufacturing/industrial parks/Real Estate, this is a private SEZ built around a golf & resort for leisure.
Background:
This SEZ is located in Kipipiri, Nyandarua County, on the Kinangop plateau near the Aberdare highlands. It is slightly about 1400 acres in size and land acquired for a former powerful intelligence chief for ksh 300 million in 2014
The resort markets itself on highland views and proximity to Aberdare areas. That geographic setting is a big part of Mt Kipipiri’s identity (tourism + leisure + enterprise) and falls under the tourist circuit connecting Nairobi and the northern circuit of Isiolo, Marsabit and Laikipia.
The SEZ was officially licensed and gazetted by the Special Economic Zones Authority (SEZA) under L.R. 3777/416/4. The gazettement followed an Environmental Impact Assessment approval notice published in February 2015 by National Environmental Management Authority (NEMA).
Operations:
The SEZ operates as a functioning golf resort complex. This creates a hybrid product: leisure/tourism + export/value-add enterprises in the same SEZ envelope which attractive for niche tourism-linked manufacturing (e.g., premium agricultural products, herbal processing, packaging, event hospitality). It also enjoys similar benefits as other SEZs.
The Aberdare/highland setting gives a premium tourism identity (golfing with scenic views) that most SEZs don’t have hence enabling hospitality revenue streams alongside SEZ enterprises.
A challenge faced here is the hybrid resort + SEZ model faces the classic tension: matching industrial SEZ expectations (export jobs, factory footprints) with resort land use (leisure parcels, low-density amenities).
Additionally, the site’s proximity to Aberdare/forest landscapes makes environmental permitting and community-sensitive planning necessary. The developer markets views and the natural setting as an asset, but operations must mitigate runoff, biodiversity impacts, and community land-use concerns.
Several popular golf tournaments are hosted there from time to time e.g the 2025 Victoria Cup (20–22 March), affirming its championship-level course and credentials for international level golf events. The SEZ also hosted the third leg of the Professional Golfers of Kenya (PGK) Equator Tour in August 2025 ; a four-day competition featuring top professionals.
Development Status:
Rewinding back to how the area become a SEZ began with investment made in 2015 and endorsed by the county governor at the time.
A consortium of Korean investors launched construction of ksh 22 billion resort in which included: 600 villas,18 hole golf course, five star hotel, club house and improving an airstrip. The construction was to run for 5 years and employee 1,500 residents.
At the moment, it already boasts a functioning golf resort with a playable course, clubhouse, and supporting leisure amenities.
Operational infrastructure, such as an airstrip and utilities, is being modernized to support both hospitality and potential export enterprises. Future plans also allocate parts of the estate to high-value agriculture, including strawberries and horticulture, to diversify revenue streams and maximize SEZ incentives.
Conclusion:
Its technical significance lies in demonstrating how SEZ incentives can be applied to diversified land use that extends beyond manufacturing, although progress in establishing export-oriented enterprises has been slower compared to hospitality components. The principal issues moving forward are infrastructure adequacy, environmental compliance due to its location near sensitive ecosystems, and balancing industrial expectations with leisure-driven land use.
Quite a beauty and impressive and in practical terms, it remains a test case of how private sector–led, mixed-use SEZs can function in Kenya. Its eventual success will depend on whether the developers can broaden activities beyond tourism to include meaningful export-oriented ventures that meet SEZA’s benchmarks for employment creation and foreign exchange generation.
This resort sits on a new tourist circuit connecting Nairobi to the Aberdares and beyond. We need tourists to visit Nyandarua county in large numbers so our people can sell their products, especially agricultural produce.
