Inside Riwa SEZ

The Riwa Special Economic Zone (SEZ) . It is located in Western Kenya. This an agriculture based SEZ developed in Rachuonyo North, Homa bay county.

Background:

The name Riwa is said to be derived from “Ariwa” which means across in Luo (The dominant tribe in the region). This is because it is located about 4 km off the lake Victoria shores hence just across.

It was declared and gazetted as a SEZ under Legal Notice 33 of 2024 and publicly launched/commissioned during the Homa Bay International Investment Conference (HoBIIC) in early 2024.

The size of the SEZ is approximately 532 acres. It is located approximately 13km from Homa Bay CBD.

Operations:

The SEZ is county owned/led hence the principle developer on the ground making it one of the only 2 counties (after Kirinyaga ) to fully own a SEZ. Special Economic Zones Authority (SEZA) still remains as the national regulator and issuer of licenses. Day-to-day management is led by the Homa Bay County apparatus (trade & industry /County Aggregation & Industrial Park-CAIP)

That being said, funding the roll-out relies on a mixture of county budget allocations (in the county development plan often twice a year), national support for utilities and private anchor investment funding.

Riwa SEZ enjoys all incentives applicable to other SEZs. The county is keen to receive investors focused on fish value chains (tilapia processing), cotton/textiles, edible oils, light manufacturing and eco-tourism.

There are plans to dedicate a CAIP for locally produced materials in the western region to be processed within the SEZ; a deliberate upstream integration targeted at MSMEs and farmer cooperatives (helps keep value-addition local). The master plan draft is almost ready and expected to formalize zoning (industrial, customs, residential, hospitality) ahead of phased investor occupation.

There are still some infrastructure gaps and a request has been made for national support for desilting and electricity connections. The county is also yet to fully setup investor services (one-stop licensing facilitation, land titling clarity, utility guarantees.

One concern that came up was the the industrial sitting needing to be thoroughly regulated as the SEZ is close to the lake; not to mention a flooding risk as well.

Development Status:

County technical teams and relevant Government agencies such as Keninvest are mapping custom vs non-custom areas inside the SEZ, zoning for industrial, residential, hospitality and customs-control areas.

Site preparation and infrastructure works still ongoing including Topographic surveys, flood-mitigation works (dyke construction), desilting of lake-facing canals/areas, access-road upgrades and utility extension (electricity, planned water/sewerage). Kenya Power has already been connected to supply the park and NYS started construction of flood-control dykes.

Victory Farms – a vertically integrated aquaculture company and one of East Africa’s fastest-growing tilapia platforms; active in feed milling and hatcheries is currently the only investor in the SEZ who is fully operational. They have established a fingerlings hatchery and fish feed processing plant making them as an anchor investor (in fish processing) and given an anchor license at the launch.

A quick overview of the highlighted anchor investments needed in the county and can also inspire growth of the SEZ as well include:

  • Pineapple/Multi-Fruit Processing Project worth USD 690,000

Homabay County alone currently produces more than 30,000 metric tons with 957Ha land currently under pineapple farming. Several research and feasibility studies have been carried out by research institutions such as ICDC and IFAD with the aid of KIRDI which culminated into development of a business plan and feasibility study which strongly recommended the setting up of this factory and the associated value chains. This will solve problems such as the post-harvest losses, marketing challenges and middlemen meddling.

  • Leather Development Park worth USD 10,000,000

This is a project that will involve several activities in the hide, skin, leather and leather products value chain. It will involve construction of tanning parks and leather product processing and production parks and machinery parks to manufacture machinery used in the Leather Sector as well as integrated parks housing both tanneries and the product units. This will therefore make this park as the only one of its kind within the Western Kenya region an create over 1,00 direct jobs.

  • Integrated Fish Processing Plant worth USD 15,000,000

The proposed project adopts a Total Project Approach which answers the need of those embarking on or diversifying into fish farming and complete processing cycle including packaging and export. The project is expected to have a big commercial value both to the investor and the people of Homa Bay County once completed and is operational.

Fish being highly perishable and sensitive food stuff to handle, needs a processing and packaging facility near the sources to assist in lowering the cost attributed to the final produce and prevent post-harvest wastages that occur as a result of transporting fresh fish over long distance which affect the quality of the final produce.

  • Cotton Textile Industrial Cluster worth USD 207,000

Clusters for this project consists of: cotton growing, ginning, textile industry and cottage industry. The county has revived cotton growing, and cooperatives societies to support the growth and development of cotton growing within . Currently the county produce, 1500 MT and with potential to increase its production capacity to 20,000 MT annually. Construction of 3000 MT capacity Ginnery will soon be commission, equipment procured, and land identified and therefore seeking for an Investor to forge partnership with in the completion of the ginnery and operation and management of ginnery processing, production and marketing of the processed products.

  • Coffee Milling Plant worth USD 138,000

There are 8 cooperative societies in Homa Bay County, currently pulping coffee and transporting to far distance millers. Plans are currently underway to bring the 8 cooperative societies into a union so that they can invest in a milling facility, with a Capital investment of around USD 138,000 being required to kick off the amalgamation of these societies into a giant coffee milling factory. 5 acres of government land is available for this project. Investors are required to partner with the cooperatives and Homa Bay County Government to implement the project.

  • Homa Bay Dairy Development worth USD 10,000,000

This is a project that will involve several activities in the dairy value chain. It will involve construction of dairy structures, production of fodder, and management of dairy animals & marketing of milk.

Conclusion:

As a county-owned SEZ, integration of local value chains is easier and policies can easily be amended to boost investor confidence. Its strategic focus on the blue economy and agro-industrial processing positions it to anchor regional competitiveness in fish, cotton, and edible oil value chains.

However, its trajectory is contingent on timely completion of critical enabling works: internal roads, customs-controlled areas, flood-control dykes, desilting, and full water and power utility operationalization. Environmental safeguards, especially around flood risk and lakefront ecology, must also be enforced to protect investor assets and long-term viability.

The long-term success of the SEZ will depend on how effectively the county balances its dual role as both regulator and developer, while maintaining close alignment with SEZA’s national licensing and standards. If Homa Bay County can institutionalize investor support and sustain policy consistency, Riwa SEZ could emerge as a model for county-driven industrialization and inspire its neighbors to unlock local resources, create jobs, and capture value addition within counties.
